How TRUE works

Insurance that’s built for you, and owned by you.

TRUE is a reciprocal exchange: a homeowners insurance company owned by the people it protects.

Most insurance companies are owned by shareholders who expect a profit. TRUE works differently. When you get a policy, you become a member, and our members (policyholders) own the company together. Members pool their resources to support one another when storms, accidents, and other unexpected events happen.

With no shareholders to answer to, our focus stays on you: straightforward, reliable coverage that protects your home and belongings.

Our experienced agents take a consultative approach. They work closely with you to understand your needs and priorities, then recommend coverage that truly fits. With a commitment to transparency, we’re here to help you navigate the unexpected.

Every reciprocal exchange has a manager that runs its day-to-day operations. For TRUE (Trusted Resource Underwriters Exchange), that’s Trusted Resource Underwriters, LLC. They handle the details so you can trust your coverage is in good hands.

In short, it’s insurance designed for you, powered by members, and focused on protecting your home and peace of mind.

Common questions

Getting to know TRUE.

Is TRUE licensed to offer homeowners insurance?

Yes. Trusted Resource Underwriters Exchange (TRUE), known as TRUE Property Insurance, is a licensed property insurance company, NAIC company code 16881. TRUE was established in 2020, is domiciled in Florida, and is an admitted carrier, so its rates, products, and underwriting guidelines are approved by the insurance regulator in each state where it offers coverage. Policies in Ohio, and some in Arizona, are issued by its affiliate, Trusted Resource Underwriters Exchange of Ohio, NAIC company code 38652, an Ohio reciprocal exchange regulated by the Ohio Department of Insurance. You can look up either company with your state insurance department using its name or NAIC number.

What does “admitted carrier” mean?

An admitted carrier is an insurance company licensed by a state’s insurance department to sell insurance there. Its rates, policy forms, and underwriting guidelines must be filed with and approved by that state’s regulator, and the regulator monitors its financial condition. TRUE is an admitted carrier in every state where it offers homeowners insurance.

What does TRUE’s Demotech rating mean?

Demotech, Inc. is an independent rating agency that reviews the financial stability of insurance companies. Its scale runs from A″ and A′ (Unsurpassed) to A (Exceptional), S (Substantial), M (Moderate), and L (Licensed). Demotech assigned TRUE an A, Exceptional, rating in February 2024 and affirmed it in September 2026, meaning it considers TRUE able to keep enough surplus to protect policyholders even through an economic downturn. Fannie Mae and Freddie Mac accept property insurers rated A or better by Demotech for the mortgages they back. You can see TRUE’s current rating on Demotech.

What protections exist for policyholders?

TRUE is regulated by the insurance department in each state where it offers coverage. Regulators review TRUE’s rates and policy forms, monitor its finances, and periodically examine its operations, and Demotech reviews its financial stability independently. A Subscribers’ Advisory Committee that includes TRUE policyholders also supervises TRUE’s finances and arranges audits of its accounts, and TRUE’s policies are non-assessable. Your coverage and rights are set out in your policy, and if you ever have a concern, you can contact Member Services at (833) 854-1203 or your state insurance department.

Where does TRUE offer homeowners insurance?

What name will I see on my policy documents?

Most policies are issued by Trusted Resource Underwriters Exchange (TRUE). Policies in Ohio, and some in Arizona, are issued by Trusted Resource Underwriters Exchange of Ohio, part of the same TRUE Group of Insurance Companies. TRUE Property Insurance is the name we use in marketing, and Trusted Resource Underwriters, LLC is TRUE’s attorney-in-fact, the company that manages its day-to-day operations. You may see any of these names, along with our website, trueins.com.

What is a reciprocal exchange?

A reciprocal exchange is an insurance company owned by its members, the policyholders, rather than by shareholders. Members pool their resources to support one another, and an attorney-in-fact runs day-to-day operations. For TRUE, that’s Trusted Resource Underwriters, LLC. TRUE issues only non-assessable policies, which means members can’t be charged extra assessments to cover the company’s losses. Your cost is limited to what you pay for your policy.

Who leads TRUE?

TRUE is led by Chief Executive Officer Tony Scavongelli and Executive Chairman Fabian Fondriest, insurance industry veterans who each bring more than 25 years of experience, including leadership roles at Homesite Insurance and American Family.
